Dr Zamuxolo Shasha began his journey in front of a chalkboard – a young educator determined to shape minds and futures. Each lesson he taught became a lesson in leadership: that real influence begins with empathy, patience, and purpose. Over time, the classroom walls gave way to council chambers and municipal offices. The chalk lines turned into community plans, and the lessons evolved into policy decisions. Yet the heart of a teacher never left him. Whether guiding teams or serving communities, his approach has remained consistent – build people first, and systems will follow.
Guided by his belief that leadership is about purpose, not position, Dr Shasha has built a distinguished career in local government. From serving for over a decade as Municipal Manager of Intsika Yethu to his current role at Amahlathi Local Municipality, he has led with integrity, clarity of vision, and a deep respect for public service. With a Doctorate in Public Administration, a Master’s from Nelson Mandela University, and several executive qualifications, he has spent more than three decades learning, leading, and mentoring.
Today, he continues to inspire a new generation of public servants to lead with confidence, courage, and conscience.Â

What does it truly mean to be fit to lead in a time when public trust is fragile and leadership is constantly under scrutiny? Fit to Lead responds to this urgent question with a grounded, practical, and deeply personal roadmap for ethical and effective leadership in government and public service.
Drawing on more than three decades of experience across education and local government, Dr Zamuxolo Shasha shares lessons shaped by lived reality rather than abstract theory. His journey from classroom educator to Municipal Manager in South Africa illustrates a central conviction: leadership is not defined by position, but by purpose. Titles may grant authority, but character, discipline, and integrity determine impact.
The book moves beyond conventional leadership theory to offer practical principles rooted in real-world governance. It addresses the everyday complexities of municipal leadership, including service delivery pressures, organisational transformation, political dynamics, and accountability in the public sector. Rather than presenting leadership as an idealised concept, Dr Shasha frames it as a daily practice requiring courage, clarity, and ethical consistency.Â
